This is available in the gold forums.

This enables the automap on progression based servers that have the automap blocked in many zones. With this loaded all maps will be available.

There are no commands associated with this, it is passive. If you have it loaded it will work its magic every time you zone.

Known Limitations:
This takes effect on zoneing so currently if you log into a blocked zone the map wont be available.
Turning this off wont revert the map settings for already visited zones.
