seems like too much effort to use, i think instead of needing to look at the website to use it should alert in the MQ window as well as /track target instead of editing in the ini

You need the spawn times of the mobs to know when they repop, the spawn times are in the database, the database is on the website.

Writing a plugin to do what you described would be a far more involved process.
